Descriptions In this seminar, the speaker, who serves on the UN Commission of Inquiry for Burundi, will speak in her personal capacity. She first discuss different types of investigations and the different purposes they serve. She will also comment briefly on the different contexts, notably whether there is an armed conflict or not. Following that, the speaker will discuss Commissions of Inquiry.

Title International Leadership in the 21st Century: Themes, Contexts, and Critiques
Descriptions There are currently two major processes at play within the international system, especially as a result of the ‘New Cold War’ between China and the US, and the major disruption to international relations caused by COVID-19 and climate change.

On the one hand, there are observations about the lack of leadership at the international level, be that in addressing long-term issues such as climate change or the unprecedented challenges, including the economic challenges, posited by the current global health crisis. In these observations, the lack of leadership is often targeted at global governance in general and international organizations (UN, WHO) in particular.

On the other hand, it is yet to be known what leadership at the international level entails. Is it part of the transferable skills that depend on the person’s abilities, or a gift certain people are born with? Does the type of leadership depend on the context in which we live? Or is it dependent on the goal? In short, while there seems to be a shared quest for more international leadership, there is no agreement on which form such leadership should take.

In this seminar, discussions are focused on two main questions:
1. What is the international leadership needed in the contemporary world?
2. Are there any specific leadership models that cater for specific needs?
The panels are formed alongside these two questions.

Title Arbitration and Mediation: To improve commercial disputes processing by Vietnam and Japan
Descriptions Japan is currently the third largest import and export market of Vietnam. Good political relations, the cultural understanding and harmony between the people of the two countries have been being a solid foundation for the positive and sustainable growth of trade relations between Vietnam and Japan. The year 2020 is expected to be a year of outstanding development of relations between Japan and Vietnam, unfortunately trade between the two nations has been facing great difficulties from the COVID-19 pandemic. Due to the epidemic, goods and human transport are obstructed or even shut down, critically damaging trade activities.

Vietnam has now well controlled its epidemic in the country and has begun to re establish the “new normal” state for economic development; however, commercial transactions are still significantly affected by COVID-19 disruption of supply chains and consumption chains lead to unfulfillment of contractual obligations or unreasonably high costs of implementation, exposing many businesses to legal risks (breach of contracts) that might result in disputes and unwanted lawsuits. With the aim of furnishing Vietnamese and Japanese enterprises with suitable alternative dispute resolution options to assist the sustainable growth of trade relations, Vietnam International Arbitration Center (VIAC) and Research Center for Sustainable Peace, The University of Tokyo as co organizes the Conference on Commercial Arbitration and Commercial Mediation To improve the dispute processing by Vietnam and Japan. Descriptions Join us in a Special Seminar with the UN Victims’ Rights Advocate Ms. Jane Connors to gain an inside look into perspectives in protection from Sexual Exploitation and Abuse (SEA) during the time of COVID-19. She will speak about what the UN’s approach is in prevention and responding to SEA during this difficult time, as COVID-19 and responses to it may put certain groups in a more vulnerable position in the society. The UN is taking a victim-centered approach, and is working on strengthening the existing protection mechanisms to enable beneficiaries of humanitarian aid to have safe access to aid while preventing SEA, as well as to secure safe reporting in case SEA incidents happen. The UN’s Victims’ Rights Advocate Ms. Jane Connors will speak, followed by Q and A.

This seminar is based on findings from her research into accountability for SEA and the High-Level Roundtable on SEA co-convened with the UN Victims’ Rights Advocate in 2019.

HSPライブラリーは4月7日(火)より臨時閉室となっています。詳しくはこちらのページをご覧ください。

新型コロナウイルス感染症の拡大を受け、HSPライブラリーの運用に関して、4月1日から以下のような臨時対応を実施することとなりました。

  • 開室日を2日に1回とする(開室日については右側のライブラリー開室カレンダーをご確認ください)
  • 東京大学への学外者の入構が制限されていることに伴い、学外者の利用を当面禁止とする
  • ライブラリーの利用は図書の貸し借りのみとし、閲覧スペースなどの利用を当面禁止とする

閉室中の資料の返却は、ライブラリー入り口横のブックポストをご利用ください。
