HSP Seminar #211 DYNAMICS OF A WIDOW’S RIGHT TO MATRIMONIAL PROPERTY: EVIDENCE FROM UGANDA

•Description: This presentation discusses the ways in which widows in Uganda are denied inheritance rights to the matrimonial property upon the death of their husbands. Using life stories of widows and case laws, the presentation shows the complex gender dynamics that take place at household level especially when a husband dies without leaving a proper will. The findings reveal that the ownership contract existing within a marriage is sometimes sustained upon the death of a husband except in a few circumstances where a husband dies before he acquired the title deed.

Married women whose names were not on the title deed of the matrimonial home before the death of their husbands are unable to inherit the matrimonial home especially when the husband died intestate. A widow’s user rights of the home are in jeopardy when she is in unrecognized marriage relationship. A married woman is denied inheritance rights of the home in a case where her husband does not name her as sole executor and sole beneficiary. Similarly, a married woman is denied inheritance rights in a situation where the husband bequeaths the matrimonial home to the youngest son.

In a case where the husband bequeaths the matrimonial home to his wife but she did not have children with the deceased and the deceased had other children from other relationships, the widow is unable to inherit the home due to interference from her husband’s children.

Towards A New Pax Africana: Africa’s Evolving Security Architecture

This lecture will examine Africa’s evolving security architecture around the African Union (AU) and subregional bodies such as the Economic Community of West African States (ECOWAS), the Southern African Development Community (SADC), and the Economic Community of Central African States (ECCAS). These organisations remain fledgling and still lack sufficient financing and logistics. The establishment of an African Standby Force (ASF) has been postponed several times, even as external powers such as France and the United States (US) play sometimes negative security roles on the continent. The roles of potential African hegemons such as South Africa, Nigeria, and Ethiopia will also be assessed. The lecture will further examine the challenges of United Nations (UN) peacekeeping in Africa from the Suez (1956) to Sudan (ongoing), and suggest ways of establishing an effective division of labour between the world body and Africa’s regional bodies to achieve Pax Africana.

HSP Seminar#195 “Human Security and Business” Series No. 2: Responsibility of a pharmaceutical corporation of access to essential medicines: What makes a corporation decide to act beyond compliance?

Since HIV/AIDS was first observed in 1981 in the United States, it has been a life-or-death threat to the rich and the poor equally. However, once a multidrug therapy was developed, it allowed people who can afford this treatment to live along with the disease while the poor remained dying without hope. This problem of global inequality between the rich and the poor has been discussed intensively since at the turn of the century. In 2001, Bristol Meyers Squibb, which manufactures the AIDS drug Zerit, agreed to release the patent in Africa so that poor people there can access to the drug, an unprecedented decision in the pharmaceutical industry. It is worth considering why and how the decision was made, given the decision seems to be conflicting with financial interests of the firm. In this seminar, we will discuss which actors are actually involved in the issue of access to essential medicines, with focus on the university-industry collaboration in the field of pharmaceutical R&D in the United States, and examine the condition under which pharmaceutical companies change their decisions in order to reconcile financial interests and the human rights responsibilities.
